With reference to my despatch No. 32 of the 9th

instant, I have the honour to transmit herewith copy of

the Chinese regulations governing labourers proceeding

abroad which were enclosed in the letter from the Swatow

Overseas Affairs Bureau to this Consulate, translation

of which formed Enclosure 1 in Swatow despatch No. 17 of

April 22nd, 1937.

first "Ordinance governing the Emigration of Labourers" -

formed Rabassy Circular No. 111 (8/71/1935) of November

6th, 1935. I have the honour to enclose herewith tran-

slation of the other two enactments "Rules for the

Control of the Recruiting of Labourers by Labour Recruit-

ing Agents", and "Principles governing Contracts for

Labourers proceeding abroad" - which were enacted by the
